Strong Password
If the Strong Password Policy is enabled, the passwords must meet the following minimum requirements:
Not contain the user's account name or parts of the user's full name that exceed two consecutive characters
Be at least 8 (eight) characters in length
Contain characters from the following four categories:
English lowercase characters (a - z)
English uppercase characters (A - Z)
Base 10 digits (0 - 9)
Non-alphabetic characters (for example, !, $, #, %)

Minimum Password Length
The minimum password length specifies the password minimum required number of characters.
The value must be in range 0-24.
If the Strong Password is enabled, then the minimum password length is automatically set to 8 characters.
